Hamden’s Economic Development Plan Underway

The Hamden Economic Development Commission is working on a new long-range plan for the Town of Hamden that will guide future economic growth in Town.  The new plan initiatives will be vetted with input from the general public and eventually be integrated with planning goals identified in the Town’s Plan of Conservation and Development.  The Economic Development Plan will be completed and released in July 2015.  To develop support for the plan, it is important that there is significant collaboration between the business community, the Planning and Zoning Commission, and the many civic organizations in the greater Hamden area.  The primary goals of the plan will be to increase and broaden the tax base, create jobs while continuing to preserve the character of Town neighborhoods. This will be accomplished through integrated Town programs and services offered to businesses and developers and from investments into the Town’s infrastructure.

Background:  An Economic Development Plan for the Town of Hamden was first initiated and developed in 1998.  The plan focused on providing incentives, tax abatements, permits, permit waivers, grants, small business loans, website development, and a marketing brochure.  Over the next 15+ years, the Plan was adapted to meet the needs of the Town business community and to reflect fluctuations in the business and credit marketplace.  Some incentives were phased out, others received a greater focus, and new incentives and services were established.  “We have adapted well to the local and state economy over time and that has made us successful” stated Anthony Sacchetti, Jr., Chairman of the Hamden Economic Development Commission. 

In 2005 some significant changes occurred.  The Business Assistance Center was formed to provide small business owners with technical assistance essential for long-term success.  The program continues to offer free business education for small business owners, including one-on-one assistance and training from affiliated partners and local agencies.  The Business Assistance Center also affords access to services including free seminars and consulting for performing various tasks including a cash flow analysis, business formation, personnel and human resource planning, business growth, writing a business plan, business marketing, and gaining access to capital for machinery and equipment, real estate, inventory, etc.  Most recently, the Business Assistance Center completed a Podcast series covering several business topics.  The series can be found on the Town’s main web page at ../Content/Buiness_Assistance_Center.asp.

The Hamden Economic Development Corporation (HEDC) was formed in 2005 to tackle the issues of brownfield, tax-delinquent, and foreclosure properties. To address the complexities of properties like these, HEDC secures outside funding through grants from State and Federal sources and manages funding for appraisers, surveyors, lawyers, engineers, etc.  The Town of Hamden’s commitment to rejuvenate blighted properties in order to improve neighborhoods and create more real estate opportunities has provided the impetus for the extension of Dale Kroop’s contract with the Town of Hamden through November 2016.  Executive Director Kroop is enthusiastic about continuing his work directing both the Town’s Economic and Community Development Office and the Hamden Economic Development Corporation, and he looks forward to maintaining his efforts of working closely with the Hamden community to clean up and revitalize the Town. “I look forward to continuing our good  work with the EDC, the Mayor and all of our important partners”, stated Dale Kroop

In 2015, the Town Economic and Community Development Department has held meetings with civic organizations in the Spring Glen and Whitneyville neighborhoods.  Public meetings with additional civic organizations are planned for March and April 2015 for residents and businesses alike.  The Hamden Economic Development Commission will also meet with key industry leaders, and will have a variety of speakers at its upcoming meetings.  “We need to develop a plan that comes from the community but yet reflects market and demographic realities”, stated Kroop. 

The Hamden Economic Development Commission EDC) has formed sub-committees dealing with many issues including incentives, marketing and other goals. All EDC meetings are open to the public.
