Three-Year Economic Development Plan Through 2018
The Economic Development Plan for the Town of Hamden was approved on July 6, 2015 by the Hamden Legislative Council. As a strong economic partner in a competitive region, the Town plans to ensure continued fiscal growth and success through implementation of this economic plan. “Hamden has enjoyed long-term successes in economic development due to the excellent incentives and programs offered by the Town. Town Officials are constantly working to develop programs which spur economic growth and incentivize business owners to open or expand their businesses in Hamden.” stated Mayor Curt Balzano Leng.
The Economic Development Plan, which continues many of the successful programs and services from the previous plan, will run from July 1st, 2015 until June 30th, 2018. The Town will continue to offer incentives to businesses looking to come to Hamden or expand their current location through the Business Incentive Program. The Business Incentive Program offers tax abatements, grants, and building permit fee waivers to help businesses grow. The availability of these incentive programs have been critical to the Town’s growth, particularly because of the lack of funding at state and national levels.
The plan also funds the continuation of the Hamden Business Assistance Center, which offers consultation and support to those looking to start or expand their business. The Town recognizes that business development strategies are imperative to continued economic growth and the Hamden Business Assistance Center continues to foster the acquisition of these skills. It does this by offering education on and assistance with business start-up needs such as business organization options, formation of business plans, cash flow analysis and resource management.
Hamden’s programs and services have been available since 1998 and have been approved for over 130 projects. “Our program is devised holistically to help build a culture for business success,” stated Dale Kroop, who has been the Director of the program since 1999. Recent successes include the local expansion of Burt Processing Equipment and the relocation of Precision Grinding Equipment from Wallingford.
The Hamden Economic and Community Development website will be continuously updated in order to market the Town effectively. The website is an important tool, providing information on potential business development sites and highlights the completed projects, as well as projects currently being pursued, to attract developers. It will also continue to provide and expand a database cataloging available properties, demographics, and physical resources.
The Hamden Economic Development Corporation will continue to take on a key role in Hamden’s continuing development. The Hamden Economic Development Corporation is a 501 c4 non-profit which aids in re-developing difficult yet redeemable properties by raising funds, applying for grants, and taking responsibility for cleaning up contaminated or compromised properties on behalf of the Town tax payers. They have been vital in the management of many Town projects, most recently the re-development of Rochford Field and Villano Park. The Hamden Economic Development Corporation is also currently developing the former Newhall Community Center into the Hamden Business Incubator, which will open to small businesses in late 2016.
