Hamden Community Development Program Updates Announced

As the Town proceeds with Program Year 42 of its Community Development Block Grant Program (CDBG), we would like to provide the following update regarding some policies recently approved and supported by the Town’s Community Development Advisory Commission. Dale Kroop, Director explains; “It’s important to periodically evaluate and share these community development programs so that residents who really need the programs have access to them. I have been meeting with the Advisory Commission and they have been very helpful in helping to clarify the requirements of the many programs we offer for low and moderate income residents in and out of the target areas”.

The Town provides funding for emergency heating system and roof repairs. Additionally, there is a down payment assistance program for First Time Homebuyers. For all programs the resident must be income qualified and in many cases be located in the Towns Target areas.

A summary of the program restrictions are as follows, effective immediately

1.         Emergency Furnace/Heating:

           Only one major repair or replacement per home will be funded

           All repairs or replacement must be based on an emergency   

           We will repair the unit if possible

           No regular maintenance will be provided.

           No conversion to gas will be allowed with these funds

2.        Emergency Roof Program:

         Must be an emergency problem.

·                     Only one furnace repair/replacement and emergency roof programs every 5 years (from last project completion date).

3.         Down Payment Assistance Program

           There will no longer be subordinations for sales and refinance. The Town will require repayment at property transfer or refinance closing so that the funds will be recycled for additional resident use.

Hamden has participated in the CDBG program since the late 1970s and currently receives roughly $395,000 per year for important community development programs. In addition to the programs mentioned above CDBG programs are designated annually  for code compliance, blight removal, housing code home repairs, Fair Rent compliance, public infrastructure improvements and public service agencies.
