Long Range Economic Development Plan Approved!

The Town of Hamden’s Three Year Comprehensive Economic Development Plan was approved by the Legislative Council on Monday, July 7, 2008. This plan offers more than just the bricks and mortar as incentives for business expansion. The plan provides technical assistance and marketing support for the retention of local businesses. The Town offers the following incentives:

  • Grants for improvements to commercial properties
  • Small business loans for equipment renovations & down payment assistance
  • Waiver for building permit fees
  • Tax abatements

The plan focuses on business retention as the main objective. This objective will be met by continuing to offer products and services to the Town’s local business clusters that are driving the local economy through job growth and increased investment in the grand list. The plan also aims at increasing the number of quality destinations in the Town for people that live not only in Hamden but in the region. The plan also focuses on blight, infrastructure, and brownfields. These are difficult projects to pursue but the outcome of these efforts will create more opportunities for development in Hamden which will increase the Town’s commercial tax base.

The plan provides the Department with an array of tools that will allow greater utilization of the Town’s resources in regards to Economic Development. An example of these resourceful tools is the Hamden Economic Development Corporation (HEDC). The HEDC can take on several difficult and brownfield projects throughout Town that would almost be impossible to accomplish within the traditional real estate market. As a result, challenging projects such as those in The State Street Re-development area, blight in Highwood, and the Newhall Revitalization area now have a promising future.

The plan also focuses on a unique marketing initiative to help support small businesses. One initiative is collaborating with small, local restaurants on an advertising campaign to facilitate retention and growth of these types of businesses in Town. Additionally, the plan creates an initiative to make Hamden more welcoming to the film industry. This will further bolster Hamden’s economy and provide increased revenue to the Town’s retail, commercial, service, and industrial businesses.

The funding for the plan, in the amount of $460,000, comes from the Town’s Economic Development Fund and is not part of the general operating budget.
